Surveillance Drones Deployed Seven Times in Utrecht During Demonstrations

The city of Utrecht deployed surveillance drones seven times last year during demonstrations, and in one instance, a video surveillance vehicle was also used, according to Utrecht's mayor, Sharon Dijksma.
Increased Concerns Over Surveillance
In response to questions from city council factions, Dijksma revealed that the drones were used during seven of the 522 demonstrations that took place in Utrecht in 2024. The drones were used in all seven instances, while a video surveillance vehicle was also deployed in one case.
In 2025, up until May 19th, drones were used during four demonstrations, but no video surveillance vehicles were deployed. The city also uses fixed open public order cameras scattered throughout the city, but Dijksma did not specify which instances these cameras were used during.
Reasons for Surveillance Deployment
Dijksma explained that the surveillance measures were taken to address safety risks and protect the demonstrations themselves. In some cases, cameras were used as part of a package of measures to protect demonstrators from potential external aggression.
However, Dijksma acknowledged that surveillance cameras can have a chilling effect on demonstrators. If protesters express concerns about the camera deployment being intimidating or threatening, police officers will provide on-site explanations of the reasons for the camera use and the measures in place.
No Facial Recognition Technology Used
Dijksma confirmed that no cameras with facial recognition technology were used during the demonstrations, and the police did not conduct ID checks.
